Graham Sanctioning Russia and Iran Act of 2026 into law. On Wednesday, September 16, the legislation passed by a vote of 262-159 in the House of Representatives. Senator Britt played a leading role in the successful passage of the legislation, including in the Senate, where it passed overwhelmingly by a vote of 86-11 on August 7, 2026. “By signing this bill today, President Trump sent a clear message to Russia, and any countries that help fund its war machine, that the United States stands unified in our opposition to their acts of aggression against Ukraine. I appreciate my Senate and House colleagues and the work that the White House has done to bring this historic legislation across the finish line. I know that my dear friend Lindsey Graham is celebrating this moment alongside us. We would not be here today if it weren’t for his tireless work, and it’s a true honor to have helped champion such an important part of his legacy,” said Senator Britt. The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 will impose primary and secondary sanctions against Russia and actors supporting Russia’s war in Ukraine. The sanctions target Russian officials, oligarchs, their family members, foreign persons, and Russian banks and financial institutions, as well as the Russian Shadow Fleet. The legislation also directs the President to impose up to 100 percent tariffs on the five largest importers of Russian crude oil or gas or those among the top five facilitators of Russian oil sanctions evasion. The bill exempts countries whose Russian natural gas imports account for less than 15 percent of Russia’s total natural gas exports and that are taking significant steps to reduce those imports. Additionally, the legislation extends the Iran Sanctions Act by five years to prevent a lapse in sanction authority that restricts funding for Iran’s energy and weapons sectors.
