Cochran, who serves on the Senate appropriations subcommittee that funds FEMA, said the Department of Homeland Security agency is making funding available to the Mississippi Emergency Management Agency to build a stand-alone community safe room at 7360 Highway 51 in Southaven.   The emergency facility will be designed to protect about 1,800 DeSoto County residents within 9,069-square-feet of useable space. “Community safe rooms are part of the overall emergency preparedness emphasis adopted by Mississippi following Hurricane Katrina.  This latest safe room will give DeSoto County residents an option during emergency situations, including tornadoes and other severe weather,” Cochran said.  “I’m pleased DeSoto County was given fair consideration.” The overall cost of the shelter is $2.71 million with FEMA providing 95 percent, or $2.58 million, in Hazard Mitigation Grant Program funding toward construction.  The handicapped-accessible Southaven facility will also be built to FEMA 361 Guidelines to include backup water/wastewater, power generation and other emergency necessities. The FEMA Hazard Mitigation Grant Program provides funding to states and local governments for long-term hazard mitigation activities designed to reduce the loss of life and property due to natural disasters.  Data shows that investments in hazard mitigation before a disaster to prevent damages and save lives creates a net savings of taxpayer dollars during post-disaster response and recovery periods. ### 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
