We must continue work to improve outcomes for children while equipping foster families and caregivers with the support they need to succeed.” In addition to the resolution, Crapo has expressed strong support for the Administration for Children and Families’ (ACF) “A Home for Every Child” initiative, aimed at right-sizing the ratio of foster homes to the number of kids in the foster care system. Currently, for every 100 children entering foster care, only 57 licensed foster homes are available nationwide. Launched on November 24, 2025, ACF’s initiative builds upon the success of the recruitment and retention efforts implemented in the state of Idaho by Dr. Alex Adams, U.S. Assistant Secretary for Family Support and former Idaho Health and Welfare Director. Background: Crapo has a decades-long record advocating for improvements to the foster care system in the United States, leading legislation to help protect children in and at risk of entering foster care.
