If Congress cannot agree on a spending bill, the government does not have the legal authority to spend money and therefore has to shut down. The last spending bill passed by Congress expires on Sept. 30, 2013. If Congress cannot negotiate an agreement on a government funding bill that passes both the House and Senate and is signed into law by the president by midnight on September 30, 2013, federal agencies will begin closing some offices, furloughing employees, and reducing services provided to the public. Click here for a list of government agency contingency plans. - These services will likely continue: Social Security checks (but not necessarily for new applicants) Troops will continue to serve Homeland security functions like border security FAA air traffic control systems and TSA airport checkpoints Self-funded agencies like the U.S. Mint and U.S. Postal Service Doctors and hospitals will get their Medicare and Medicaid reimbursements - These services will likely be affected: National museums, monuments, and parks Federal agencies will mostly close, and therefore the following services, among many others, could be interrupted: Tax refunds Unemployment benefits Veterans benefits Passport and visa applications Federal Housing Administration home loan guarantees Farm loans Small Business Administration loans and loan guarantees Federal contracts and contractors How the Shutdown Will Affect Hoosiers: - Indianapolis Star: Shutdown impact: Tourists, homebuyers hit quickly - Louisville Courier-Journal: Five things that may close during partial government shutdown - WTHR: Local impact of government shutdown - USA TODAY: 66 questions and answers about the government shutdown Planning a trip to Washington, D.C.? - The Office of Senator Joe Donnelly is unable to provide any Capitol tours. Further, we will not be able to process any new tour requests. We will follow up on your request as soon as possible after the shutdown ends. - Museums: National museums, including the Smithsonian museums, will be closed. - Access to the U.S. Capitol: Guided and staff-led tours of the Capitol will be canceled. The House Gallery will remain open. - National Parks: National parks and the National Wildlife Refuge Systems will be among the first places to close.
