During his speech on the Senate floor, Enzi highlighted the important role parks play in our local communities and said parks generating revenue should be allowed to operate even during a government shutdown. Enzi also debated his Democrat colleagues over how the government shutdown could have been avoided and said that if Congress had done its 12 funding bills on time, the federal government would be open. A “piecemeal” approach, according to Enzi, is how the federal government is designed to be funded. Government appropriations are divided into 12 different areas.  Each area can be reviewed by appropriate congressional committees and amended before going to the Senate floor for consideration and further amendment.  Enzi said the root of the problem is deal-making through manufactured crisis and grand, all-encompassing continuing resolutions. “We’re supposed to do 12 separate spending bills.  We’re supposed to do them one at a time.  We’re supposed to have the right to amend them.  That way we can get into the details on what we’re spending instead of an omnibus bill,” Enzi said. Enzi said passing bills where there is agreement is the right thing to do and there could be agreement on funding for parks, veterans and many other areas. Enzi’s request for a vote on legislation to reopen and fund national parks was blocked by the Senate majority.
