Other proposals Enzi has advocated include the Dollar-for-Dollar Deficit Reduction Act , which would require any formal presidential request to increase the public debt limit to be accompanied by proposed legislation to reduce spending by an equal amount; the REFUND Act, which would allow states to return unwanted funds to the Treasury to reduce the federal debt; the Bonuses for Cost-Cutters Act, which would provide awards to federal employees who disclose waste, fraud, or mismanagement that results in cost savings; and a resolution proposing a balanced budget amendment to the Constitution (S. J. Res. 7). 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
