Senator Fischer stated that the U.S. is currently unprepared to increase munitions production at the scale and speed required to win a large war — noting that Russia and China far outpace America’s current capacity to build and replace equipment. During her remarks, Senator Fischer cited a Wall Street Journal article outlining the damaging impact of budget cuts and an eroded defense industry on European armed services. According to the article, Germany’s army only has enough ammunition to last for two days of battle, and the British military previously considered removing rocket launchers from museums to upgrade and donate to Ukraine.
