The surveillance infrastructures in these provinces blatantly violate rights enshrined in the Universal Declaration of Human Rights (UDHR), including the right to be free from arbitrary or unlawful interference with privacy, religious freedom, freedom of movement, and freedom of expression. Furthermore, recent reports make clear that the international community is not merely standing idly on the sidelines of these gross human rights violations, but is becoming complicit as materials and goods originating from these coercive labor campaigns are infiltrating our supply chains,wrote Senator Gardner. For these reasons, I urge you to immediately convene a high-level international summit, alongside our friends and partners at the United Nations, to call attention to events in Tibet and Xinjiang that disgrace the Universal Declaration of Human Rights. We must coordinate a response with our international partners to compel the CCP to alter its inhumane labor practices and to protect the integrity of our supply chains. According to credible independent reports, well over one million ethnic Muslim minorities in the Xinjiang Uyghur Autonomous Region (XUAR) and Buddhists in the Tibet Autonomous Region (TAR) of the People's Republic of China (PRC) have been systematically targeted in the most pernicious cultural genocide campaign in recent history. Despite actions taken by the United States government to punish those responsible for human rights atrocities in Xinjiang and Tibet, we are now witnessing the growth and institutionalization of forced labor practices as a pillar of PRC economic policy. A recent report details how Tibetan rural laborers have been forcibly relocated into military-style training centers and converted into factory workers. Beginning in 2019, the TAR introduced new policies to promote the transform centralized and large-scale training and transfer of rural surplus laborers throughout China. The CCP seeks to boost economic growth by transforming rural labor into industry labor by coercing, controlling, and indoctrinating ethnic minorities in its rural provinces. This new centralized labor program occurs on a mass scale and further incentivizes these egregious practices by setting quotas for labor transfers and offering subsidies to private intermediaries for relocating laborers outside the region. CCP human rights abuses and its lack of transparency pose a unique challenge to corporate responsibility and the integrity of our supply chains. Its newly proposed models reinforce coerced labor practices and make a mockery of international institutions and norms that protect and uphold human rights. For these reasons, I urge you to immediately convene a high-level international summit, alongside our friends and partners at the United Nations, to call attention to events in Tibet and Xinjiang that disgrace the Universal Declaration of Human Rights. We must coordinate a response with our international partners to compel the CCP to alter its inhumane labor practices and to protect the integrity of our supply chains.
