The report was prompted by a 2015 request from Senate Judiciary Committee Chairman Chuck Grassley (R-Iowa) and Ranking Member Patrick Leahy (D-Vt.). The senators issued the following statement: “In everything from Fitbit to farm equipment, we’ve seen a sweeping expansion of smart technology in recent years and the emergence of the new internet of things. While this innovation presents new opportunities, it also poses important questions about privacy, consumer protection, public safety, cybersecurity, competition, and the development of the digital economy. To help us understand a critical component of these issues, we asked the Copyright Office for a study of how our copyright laws are implicated by the prevalence of software enabled devices.
