U.S. Senator Heidi Heitkamp today successfully pressed the U.S. Department of Agriculture (USDA) to allow farmers whose land is across multiple counties have their Agriculture Risk Coverage County Level (ARC-CO) payments recalculated so their payments reflect whats owed to them in the physical counties where their farms are located. Before the payment recalculation fix Heitkamp pushed for, payments owed to producers would have been based solely on the single county the producer used for administrative purposes, rather than making payments reflect what is owed to producers in the counties where they farmed. This fix will help farmers who produce in more than one county get the payments they deserve, said Heitkamp. Whether you grow corn, wheat, or any other crop that helps feed the world, your Title I payments should be based on where you farmed not just on the county used for administrative purposes, which may have triggered no payment or a smaller payment than acres farmers planted in another county. To make sure the Farm Bill is working for North Dakota, Ill keep fighting to improve and protect programs that strengthen our states rural and farming communities. The Title I ARC-CO program in the 2014 Farm Bill makes payments to producers when their countys actual crop revenue is less than the ARC-CO revenue guaranteed in their county. But for the 5 to 10 percent of U.S. and North Dakota farmers who farm land across county lines, its possible that their single administrative county may not have triggered a payment even if they also farm in a county that did trigger a payment, or that triggered a payment at an increased level. Producers will need to file a claim requesting a recalculation at their local USDA Farm Service Agency office by February for their payments to potentially be adjusted. Heitkamp, who helped write, negotiate and pass the 2014 Farm Bill, has worked tirelessly to represent farmers and producer across North Dakota and the country.
