U.S. Senator Heidi Heitkamp today announced more than $1 million in federal funding for the Head Start and Early Head Start program in Towner. These funds will help strengthen the Head Start and Early Head Start program, Early Explorers, in Towner, which serves students in the Towner, Granville and Upham school district. The program provides an engaging and safe environment that helps children become self-aware and gain confidence before kindergarten a critical time in the development of children. Early childhood education is critical to help make sure our children have the best possible chance to succeed, said Heitkamp. Affordable programs, like Head Start and Early Head Start, provide an environment for students to participate in engaging and nurturing environments when there is a higher rate of return than at any other time in a childs life. These funds will enable the Early Explorers to continue to provide quality education, and prepare students to become the future leaders of North Dakota schools, communities and eventually become a part of our states growing economy. Heitkamp has called for continued investments in Head Start programs that are economical investments both in our childrens and our countrys future. She spoke at the Head Start Conference October 2013 about her commitment to continue investing in programs, like Head Start, and discussed how they not only give children the affordable education opportunities they deserve, but also save the taxpayers money in the long run. For every $1 invested in high-quality early childhood education, taxpayers save an average of $7 in future costs. Heitkamp visited the Valley City Head Start last December, which was forced to cut 17 children from the program, reduce classroom sizes, and combine employees positions due to the across-the-board budget cuts which Heitkamp has pushed back on. In April 2014, Heitkamp highlighted new investments at Head Start programs at Standing Rock and Spirit Lake to help meet the educational needs of children enrolled in the programs. By 2020, two-thirds of jobs will require more than a high school diploma. A recent study shows if children read at grade level by third grade, they are four times more likely to graduate from high school. In September, Heitkamp launched her newStrong and Safe Communities Initiativeto help address some of the emerging challenges facing the state by bringing a greater focus to keeping North Dakotas communities strong and families safe in their homes. Included in her efforts is a focus on making sure communities have the resources they need to support families and help create a successful future for our state. The funds are made available by the U.S. Department of Health & Human Services (HHS). ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z |
