U.S. Senator Heidi Heitkamp today highlighted the importance of North Dakotas diverse and innovative energy plan, and how the nation can look to the state as a model for all-of-the-above energy strategy by implementing policy that provides a viable path forward for coal, and lifts the nations ban on crude oil exports. During a speech and panel discussion at the ninth annual Great Plains & EmPower ND Energy Conference, Heitkamp spoke with top policymakers, researchers, entrepreneurs and energy industry leaders about how to keep North Dakota on the cutting edge of energy development in the wake of North Dakotas oil and gas boom. Heitkamp has long been working to support these efforts by crafting and introducing bipartisan, complementary bills to lift the nations 40-year ban on oil exports which has quickly gained momentum in the Senate and passed in the U.S. House of Representatives just last week, and by introducing commonsense proposals to make sure clean coal which North Dakota depends on for 80 percent of its electricity remains a reliable and affordable part of the nations energy mix. Propelling our nation forward means adopting a robust energy strategy like North Dakotas that is creative, diverse, and plans for the future, said Heitkamp. Thats exactly what Ive been working to do in the Senate, and North Dakota common sense is catching on. Just last week the House of Representatives built on the momentum Senator Murkowksi and I gained after our bills to lift the nations outdated ban on crude oil exports passed in both of our Committees. But we cant stop there we need to keep coal affordable and viable for years to come, and Ill keep fighting my bills to solidify coals place in our national energy mix, and to make sure the EPA hears from our utilities when it comes to reasonable coal emissions. Were getting our nation closer to thinking all-of-the-above when it comes to energy, but we need to stay active and innovative just like our states energy sector. Heitkamp has long supported lasting solutions that will keep North Dakota innovating and producing the nations top energy commodities for years to come by supporting practical and viable solutions for coal well into the nations future, as well as spearheading the effort in Congress to lift the ban on crude oil exports. Heitkamp has been gaining momentum on clean coal strategies and on support for lifting the ban on oil exports by: Building momentum to lift the U.S. ban on crude oil exports: Since Heitkamp first publicly called for lifting the ban on crude oil exports when she brought Energy Secretary Ernest Moniz to hold his agencys Quadrennial Energy Review in Bismarck in August 2014, she has been working to gain support from her Senate Democratic colleagues, educating them on the facts agreed on by nonpartisan experts from the Government Accountability Office to the U.S. Energy Information Administration that lifting the ban will lower or stabilize the price of gasoline, strengthen our nations diplomatic options, and grow jobs and boost our economy. In May, Heitkamp and Sen. Lisa Murkowskis (R-AK) introduced bipartisan, complementary bills to lift the ban which were merged in July when elements of Heitkamps bill passed with Murkowskis in the Senate Committee on Energy and Natural Resources, while Heitkamps bill also passed in the Senate Committee on Banking, Housing and Urban Affairs. Just last week, the House of Representatives built on this momentum and voted to lift the ban. Leading the charge to provide a viable path forward for coal: From reintroducing her Advanced Clean Coal Technology Investment in Our Nation Act encouraging coal plants to lower their carbon pollution through advanced clean coal technologies by making capital more accessible and ultimately the technology more affordable, to putting forward a package of bills supporting the development of clean coal energy and making sure coal remains a key part of Americas energy mix well into the future, Heitkamp has been on the forefront of propelling clean coal energy policy forward. She has also been successful in encouraging the U.S. Secretary of Energy to make coal a priority, and in pushing the EPA to provide more time to review its carbon dioxide emissions rules from existing power plants.
