According to industry sources, a SAP is typically issued by the Executive Branch on pending legislation. The Trump Administration’s statement could signal that consideration of the Bill is near. “This legislation advances core Administration priorities of putting American farmers and workers first, restoring domestic manufacturing, securing critical supply chains, and reducing reliance on foreign sources,” the Statement of Administration Policy reads. “It also complements the U.S. Department of Agriculture’s Great American Cotton Plan to revitalize the cotton farm economy and expand demand for U.S.-grown cotton.” Senator Cindy Hyde-Smith (R-MS) first introduced BACA to the Senate on May 22, 2025. It was later introduced on the floor of the House of Representatives by Representative Greg Murphy (R-NC), among others, on January 22, 2026. Sponsors of the bill have been gathering support elsewhere on Capitol Hill, as they’ve searched for the best opportunity to advance the legislation into law. Industry sources familiar with the matter say that opportunity could come as soon as next week. “For context, a SAP is a strong official position issued by the Executive Branch on pending legislation, generally issued when consideration is pending, often a day or two before a floor vote is scheduled,” wrote Buddy Allen, American Cotton Shippers Association President and CEO, in a memo to ACSA members. “In this case, the message being sent is support for inclusion in a broader package upon development. “This is another very positive step forward for BACA,” Allen wrote.
