Care cannot be put on hold. Congress needs to step up for our disability community and end these harmful waiting periods once and for all,” said Senator Kim. The Government Accountability Office found that between Fiscal Year 2008 and Fiscal Year 2019, over 109,000 individuals died while awaiting a determination of their SSDI application. And in 2023, approximately 30,000 Americans died while waiting. An estimated 1.8 million people with disabilities are caught up in the Medicare waiting period at any given time. Workers who become disabled can qualify for Social Security Disability Insurance (SSDI) payments, but the process to apply for benefits is slow, and even once an individual qualifies, there is a statutory five-month waiting period before they receive their first disability check, and 24 months before becoming eligible for Medicare insurance coverage. In total, individuals face a 29-month waiting period from the onset of disability before fully receiving their SSDI benefits. Senator Kim’s Stop the Wait Act specifically would: Phase out the five-month waiting period for SSDI benefits over the next five years, eliminating it entirely by 2031; and Eliminate the 24-month waiting period for Medicare disability benefits for individuals who are uninsured or unable to afford health insurance.
