I want to talk a little bit about what we have come to refer in this committee in our last several hearings as the deputy deputy dog syndrome, said McCaskill, a senior member of the Armed Services Committee and daughter of a World War II veteran. That is, in the civilian force, the springing up like mushrooms at a certain time of year a new deputy to the deputy to the deputy. And wheres that coming from? Why is there this seem-to-be growth of people with titles? Is it just the need for titles in terms of how youre viewed within the civilian workforce at the Pentagon? Is there really a need for all these many, many layers of personnel that seemingly have some kind ofauthority over somewhere else? Has this thing gotten too layered? McCaskill, a longtime advocate of eliminating waste and inefficiencies in the federal government, recently reintroduced a bipartisan bill to eliminate the National Technical Information Service, an outdated agency that has lost more than $1 million in taxpayer money per year over 10 years trying to sell government reports that are mostly available online for free. McCaskill has also joined a bipartisan group of Senators to introduce the Taxpayers Right To Know Act, to increase transparency and accountability in government by making public the costs and details of every federal program, so taxpayers can better know how their tax dollars are being spent. She has also questioned effectiveness of taxpayer-funded performance-based bonuses currently being awarded to highly paid Senior Executive Service employees.
