This legislation includes the Comprehensive Addiction Recovery through Effective Employment and Reentry (CAREER) Act of 2025, which Senator McConnell introduced earlier this year. The CAREER Act assists individuals recovering from substance use disorders by funding stable, transitional housing and offering essential support to help them reenter the workforce and sustain employment. This legislation reauthorizes and strengthens two successful programs established under the original CAREER Act: The Substance Abuse and Mental Health Services Administration (SAMHSA) Treatment, Recovery, and Workforce Support Grant Program and the Department of Housing and Urban Development’s Recovery Housing Program. Since the CAREER Act was first signed into law in 2018, Kentucky has received over $12 million in federal funding. These funds have been distributed to organizations throughout the state to tackle workforce participation challenges linked to substance abuse. For the past six years, Senator McConnell has championed the CAREER Act and secured its funding through the annual appropriations process.
