Flush with taxpayer money and unencumbered by significant congressional oversight, the Inter-American Foundation (IAF), created by the Foreign Assistance Act of 1969, has had the leeway to place funds where and how it wants, with seemingly little worry of having to justify or account for its actions to either elected policymakers or the American people. “Worldwide Waste, Part 5” takes a detailed look at this spending spree, including $1.7 million to assist fair-trade coffee cultivation in Nicaragua, over $328,000 to support a Haitian dance troupe, and over $217,000 to help a Mayan radio station in Belize.
