In FY 2020, CARA programs were funded at $658 million. CARA 2.0 builds on thiseffort by increasing the funding authorization levels and laying out new policy reforms to strengthen the federal government's response to this crisis. Addiction treatment, recovery, enforcement, and prevention stakeholders across Ohio have voiced their support for the legislation. Don't Forget the Other National Crisis The Toledo Blade Editorial Board December 21, 2020 While it seems a stalled coronavirus-relief package is all anyone can focus on in Washington, Ohio's Republican Sen. Rob Portman would like lawmakers to remember we had an opioid crisis before we had a coronavirus crisis, and addiction woes have only gotten worse during the pandemic. Mr. Portman has introduced new bipartisan legislation, the Comprehensive Addiction and Recovery Act 2.0, as a sequel to the original bill from five years ago. With it, Mr. Portman believes state and local agencies grappling with the effects of the opioid-addiction epidemic can get more resources for the programs that have been effective. The $745 million CARA 2.0 focuses on expanding access to treatment, particularly by making permanent a provision to allow treatment providers to prescribe medication-assisted treatment for patients they see via telehealth. The original CARA from 2016, also sponsored by Mr. Portman, helped expand recovery programs and distribute overdose-reversing drugs to first responders, among other strategies. It was critical in Ohio's early successes in managing the effects of the addiction crisis. The sequel bill can build on that success and get much-needed resources to the programs Ohio needs now to get back on track in the fight against opioid addiction. This isn't going away, Mr. Portman said. We have seen what works and we need this to address the next steps.
