The FY 2021 bipartisan funding agreement includes the Ensuring Medicaid Provides Opportunities for Widespread Equity, Resources, and Care Act(EMPOWER Care Act) which supports and expands access to long-term care services for Medicaid beneficiaries in home and community-based settings; the Hospice Care Improvement Act which establishes the first ever hospice patient protections and program integrity measures for Medicare; and a three-year extension and expansion of the Independence at Home program, a Medicare home-based primary care model. Portman released the following statement: I'm pleased that the FY 2021 bipartisan funding agreement will help the most vulnerable among us have better access to quality health care services. This bill will help ensure that the Money Follows the Person Program can build upon the more than 10,000 Ohioans that it has helped receive the care that they need in their homes and communities.It also empowers teams of doctors, care givers and other health care professionals to coordinate and provide primary care services in the comfort of patients' own homes, reducing unnecessary emergency room visits and avoidable hospitalizations and readmissions, as well as the costs associated with them. Most importantly, this bill ensures that hospice patients can live out their final days with comfort and dignity, and that their families have the peace of mind knowing their loved ones are receiving the best care by establishing the first-ever patient protections and program integrity measures for hospice in Medicare. The FY 2021 bipartisan funding agreement includes: TheEnsuring Medicaid Provides Opportunities for Widespread Equity, Resources, and Care Act(EMPOWER Care Act) which Portman introduced with Senator Maria Cantwell (D-WA) - is designed to help Medicaid beneficiaries receive long-term services and support in their community or home and help save taxpayer dollars in the process. The FY 2021 bipartisan funding agreement will reauthorize for three years and expand the Money Follows the Person (MFP) Demonstration Program, which provides states with funding and flexibility to help Medicaid beneficiaries, particularly the elderly and people with disabilities, transition from institutional to home and community-based long-term care settings. This three-year extension is the longest extension of the program since 2010. The bipartisanHospice Care Improvement Act which Portman introduced with Senator Ben Cardin (D-MD) to address the lack of safety protocols and transparency in hospices across the country, all while saving taxpayers $180 million. The final legislation incorporates bicameral solutions put forth from the House and Senate that would ensure patient safety and would seek to improve oversight and accountability in the nation's hospices by focusing on improving patient awareness of hospice abuse and by ensuring that hospices remain responsible for the care that they provide to patients.
