These Portman-led measures will protect and improve the Great Lakes by preventing Asian carp from entering the Great Lakes, promoting navigation, providing additional funding to maintain our harbors, and renaming the Saint Lawrence Seaway Development Corporation as the Great Lakes St. Lawrence Seaway Development Corporation. I'm pleased the FY 2021 bipartisan funding agreement includes a number of my key priorities to protect and preserve Lake Erie and all our Great Lakes. These natural treasures play an indispensable role in the lives of millions of Ohioans. The lakes provide drinking water for 40 million people, contribute billions in tourism each year, and support hundreds of thousands of jobs across the region, said Portman. These bipartisan provisions are a major win for the Great Lakes and the people of Ohio. I urge my colleagues to join me in supporting them. The FY 2021 bipartisan funding agreement includes: The legislation includes Portman-led language to authorize the Army Corps of Engineers to relocate access to the Port of Cleveland's confined disposal facility (CDF) for dredged material placement should such option be necessary to provide access to the CDF. The legislation includes Portman's request to authorize construction of the Brandon Road Chief's Report to help keep Asian carp from entering the Great Lakes through the Mississippi River and adjusts the cost share from 65 percent federal to 80 percent federal. The legislation includes the Portman-led bipartisan Great Lakes Navigation Act, to ensure adequate funding to maintain Great Lakes harbors that vessels can continue to travel safely throughout the Great Lakes. Specifically, the final legislation requires the Great Lakes Navigation System to receive no less than 13 percent of total annual funding from the Harbor Maintenance Trust Fund (HMTF). Finally, the legislation includes the bipartisan legislation (S. 4870/H.R. 4470) to rename the Saint Lawrence Seaway Development Corporation as the Great Lakes St. Lawrence Seaway Development Corporation. NOTE: As co-chair of the Senate Great Lakes Task Force, Senator Portman continues to lead efforts to protect and improve the Great Lakes. Yesterday, Portman's bipartisan legislation with Senator Stabenow, the Great Lakes Restoration Initiative Act (GLRI) Act, passed the Senate and is now headed to the President's desk to be signed into law. The bill reauthorizes GLRI, a results-driven program to address the most serious issues that threaten the ecological and economic well-being of the Great Lakes basin, for five years and increases the current authorization level from $300 million to $375 million in FY 2022 and increases funding by $25 million per year until it reaches $475 million in FY 2026.
