Smith’s case began at the Biden Federal Bureau of Investigation (FBI) under the codename “Arctic Frost.” This work follows Sen. Johnson and Sen. Grassley’s bicameral effort to obtain Justice Department and FBI records related to the collection of Members of Congress’ phone records during Arctic Frost. The letters that Sens.
