When I convened leading American and Chinese scientists at the U.S. Capitol, they warned that the world is woefully unprepared for the threats posed by the rapid and uncontrolled development of artificial intelligence. That is why I welcome the news that the U.S. and China are planning to discuss the risks related to AI this week. Trump and Xi must seize this moment to make clear that humans, not machines, come first. In my view, this means: Allowing top scientists to share technical information and develop “AI redlines” about dangerous behavior; Ensuring that AI models are safe and effective; and Making progress towards a treaty to ban superintelligence — an artificial mind smarter than any human, capable of operating independently beyond our control. At the height of the Cold War, Reagan and Gorbachev found a way to negotiate nuclear arms control.
