I was not a member of the Committee when the study was launched, and with hindsight, I wish it could have been a more collaborative process that included personal interviews with those involved. As a Senator who represents thousands of patriotic Americans who work in the intelligence community, it is important to emphasize that this report found that, more than a decade ago, a small number of CIA officials made misrepresentations about the effectiveness of the program, that ultimately were conveyed to CIA leadership and then passed along to the President.
