A sudden withdrawal would not only send a harmful message to our partners in West Africa who rely on our support to curb violent extremism, but it would also make it easier for Russian-affiliated mercenaries to deploy to Niger and commit additional atrocities. While I could not in good conscience support this resolution, I urge President Biden to quickly update his plan and seek explicit congressional approval for the U.S. presence in the region. Oregonians can rest assured that I remain steadfast in my commitment to assert Congress’ authority to declare or not declare war and to end forever-wars.” ### 1 2026-03-30T01:40:41Z 2026-04-06T18:43:12Z
