Jimmy Panetta (CA-19) introduced the Leading Exports of Aerial Drones (LEAD) Act of 2025, legislation to make it easier for American manufacturers to export unmanned aerial systems (UAS), also known as drones, to our allies and partners. Senators Tom Cotton (R-Arkansas), Chris Coons (D-Delaware), and John Cornyn (R-Texas) introduced companion legislation in the Senate. The bill makes direct changes to the Arms Export Control Act, United States Munitions List, and Missile Technology Control Regime, requiring that UAS be regulated similarly to manned aircraft and treated separately from missile technology when it comes to defense transfers. “Our allies need advanced, American made technology on the battlefield and they need it delivered fast and efficiently,” said Zinke. “The LEAD Act cuts outdated restrictions and gives our partners better access to Americas most modern and advanced drone technology which will protect lives, enhances lethality, and strengthen global security.” “The current export process for U.S. technology is too slow and outdated to meet the needs of our allies,” said Rep.
