The conference report on the Trade Facilitation and Trade Enforcement Act (H.R. 644) incorporates requirements Barletta insisted upon to protect American jobs from countries which illegally dump cheap products into markets like steel manufacturing. We are protecting American jobs, particularly steel jobs across Pennsylvania, by preventing countries like China from dumping cheap products into international markets and hurting Pennsylvania manufacturing, Barletta said. We have established a better referee for international trade. We will do a better job of calling the fouls against trade cheaters, and enforce the penalties of duties or financial sanctions. During Junes floor debate on H.R. 644, Barletta obtained assurances from Speaker Paul Ryan, then the Chairman of the House Ways and Means Committee, that the final bill would include timely deadlines for Customs to investigate and decide duty evasion cases, the key provisions of the ENFORCE Act. Paul Ryan The provisions of the ENFORCE Act included in the conference report prevent countries from circumventing trade laws by shipping a product through another country and switching the label. For example, when China dumps steel into America, American steel companies spend time and money building a case against the Chinese dumping. If they win that case, the steel companies deserve to have the Chinese penalized for the dumping. The ENFORCE Act makes sure that Customs and Border Protection (CBP) actually investigates the American companies case. The ENFORCE Act gives CBP a strict deadline to review the case. American companies can pursue a case in U.S. Trade Court if the company believes CBP is rubberstamping the decisions without fairly reviewing the details. We applaud the efforts of Rep. Barletta in ensuring that strong language was included in the customs bill to make sure duties are being accurately assessed and collected at the border, said Thomas J. Gibson, president and CEO of the American Iron and Steel Institute. The steel industry has been devastated by unfair trade. The steel workers of Pennsylvania and the nation are fortunate that the work of Rep. Barletta and others will enable Customs and Border Protection officials to address concerns brought by industry when foreign companies avoid duty payment.
