During his Congressional career that spanned three decades, Howard was a strong voice and advocate for his constituents. Before coming to Congress, Howard served in the United States Coast Guard, as assistant U.S. Attorney for the Middle District of North Carolina, as North Carolina Secretary of Revenue, and in the North Carolina House of Representatives.
