The repeal is part of the Fixing Americas Surface Transportation or FAST Act conference report. The restoration of the cuts in crop insurance is fulfillment of an agreement made by Speaker Paul Ryan and House Leadership prior to passage of the budget deal. Cramer was part of a bipartisan group of Ag state representatives, led by House Agriculture Committee Chairman Mike Conaway (R-TX) and Ranking Member Collin Peterson (D-MN), who expressed their opposition to a section of the bill which re-opened the 2014 Farm Bill and cut $3 billion from the crop insurance program.Only after receiving personal assurances from leadership and Speaker of the House Paul Ryan the crop insurance issue would be corrected in separate legislation was Cramer able to vote for the budget deal. I am grateful to Speaker Paul Ryan and House Majority Leader Kevin McCarthy for fulfilling their commitment to reverse the cut in crop insurance, said Cramer. The 2014 Farm Bill was passed only after lengthy and complex negotiations between Congress, the President and producers. These cuts should never have been part of any agreement as it reopened the Farm Bill and went back on promises made to producers during the negotiations. Cramer confirms the conference report restores the $3 billion in cuts by eliminating the 8.9 percent cap on the rate of return for crop insurers and an repealing a requirement the Agriculture Department renegotiate the agreement it has with private insurers which get government backing by the end of 2016.
