The Water Infrastructure Improvements for the Nation (WIIN) Act, formerly known as the Water Resources Development Act (WRDA), addresses projects at America’s harbors, locks, dams, flood protection and other water infrastructure. It contains language that allows the continued use of trailer homes around Lake Tschida in southwestern North Dakota and prevents significant cabin fee increase at three Bureau of Reclamation state reservoirs. The new law also includes a provision, long supported by Cramer, empowering states to establish their own coal ash disposal program as long as it meets the standards established by the Environmental Protection Agency. “This law funds infrastructure projects needed for North Dakota’s manufacturers, farmers and ranchers to deliver their products to domestic and international markets on inland waterways and coastal ports. It also funds drinking water programs in small communities and research on new water safety technologies. I am pleased this law also allows homeowners to remain at Lake Tschida and addresses unreasonable permit fee increases at Dickinson, Heart Butte and Jamestown reservoirs.
