Cuellar Speaks on House Floor in Support of Bipartisan Bills to Curb Gun Violence f t # e WASHINGTON, December 6, 2017 | Olya Voytovich ((202) 226-1583) Today, Congressman Cuellar spoke on the House Floor in support of two bipartisan bills to curb gun violence: H.R. 38, the Concealed Carry Reciprocity Act, and H.R. 4477, also known as the Fix NICS Act of 2017. H.R. 38 allows law-abiding citizens to carry a concealed weapon across state lines only if they are not federally prohibited from possessing or receiving a firearm, are carrying a valid government-issued photo ID, are lawfully licensed or otherwise entitled to carry a concealed handgun, and follows the laws of the state, county and municipality in which they are carrying concealed. The Fix NICS Act ensures federal and state authorities comply with existing law and accurately report relevant criminal history records to NICS. Additionally, the bill provides consequences for federal agencies who fail to properly report relevant records and ensures that states improve their overall reporting.
