The bill now heads back to the Senate for final passage before heading to the President’s desk. “As part of the NDAA, the SPOC Act would ensure transparency and accountability in federal subcontracting and give small businesses a fair shot at earning contracts to fill federal orders,”Curbelo said. “Without allowing small businesses to compete for these contracts, we limit our industrial base and risk the supply chain our armed forces rely on. I’m proud this bill promotessmall business participation in the procurement process and I look forward to continuing to work for America’s emerging entrepreneurs. “I was proud to support passage of the NDAA, which completely authorizes military operations for FY 2017,”Curbelo added.“This bill will include a pay raise for our troops and better access to healthcare for them and their families. I’m grateful this legislation will prohibit the Obama Administration from transferring Guantanamo Bay detainees to the U.S., closing the facility, and transferring the base back to the Cuban government. Ensuring this base stays in U.S. hands is critical to U.S.-Cuba relations.” The FY17 NDAA Conference Report provides a total of $619 billion for the national defense, including $551.7 billion for base defense requirements and $59.5 billion in requirements for Overseas Contingency Operations (OCO). The bill also: Reverses the President’s drawdown of Army end strength; Includes a 2.1% pay raise for our troops; Improves access to health care for our troops and their families; Prohibits the transfer of detainees at Guantanamo Bay to the U.S., closure of the facility, and the transfer of the naval base to Cuba; Provides the resources to combat Islamic extremists and to assist foreign security forces, such as the Kurds and Sunnis, to fight ISIS; Supports our European allies to counter Russian aggression and funds the Israeli Cooperative Missile Defense programs; Builds upon past acquisitionreform and delivers better technology to the warfighter faster; and Includes reforms to the Pentagon to improve oversight and accountability and limits the size of the National Security Council.
