A bipartisan package aimed at providing common sense tax relief to American families and small businesses passed the U.S. House of Representatives today by a vote of 318 to 109. The Protecting Americans from Tax Hikes (PATH) Act of 2015, supported by Alaska Congressman Don Young, encourages growth and opportunity across the U.S. economy by improving transparency and operations within the IRS, providing much needed relief and certainty for the American taxpayer, and reducing the nations growing tax burden. The best way to grow and strengthen the economy is by protecting families and small businesses from the heavy hand of the IRS, said Congressman Don Young. Reforming the American tax code has long been overdue, not only because its become entirely too complicated and burdensome but because it continues to harm hardworking Americans and job creators. This package represents only a small step towards improving our broken tax code and reigning in the IRS. Through more than 50 permanent and temporary tax extensions, and a number of serious measures to hold the IRS accountable, we restore a level of certainty that Americans count on when planning for tomorrow and making investments for their futures. Importantly, the PATH Act includes legislation authored by Congressman Young to provide Alaska Native Corporations (ANCs) an equitable tax reduction for the donation of conservation easements. Youngs language would raise the tax deduction cap for conservation easement donations made by ANCs, bringing deductions in line with what is currently available for certain farmers and ranchers making similar donations. ANCs generally pay federal corporate taxes at the highest marginal rate, but are not eligible for the same corporate tax credits available to other corporations,said Congressman Don Young earlier this year.In order to ensure the tax code for ANCs is in line with other non-Alaska Native corporations who donate conservation easements, I believe raising the cap is the right thing to do. This change will further the spirit of ANCSA by allowing ANCSA Native Corporations to maintain the underlying ownership of their lands, while maximizing its economic, cultural, and conservation values. Additionally, the PATH Act places a two-year delay on a major provision of Obamacare known as the Cadillac tax, which calls for a 40% excise tax on countless Alaskan health plans starting in 2018. The legislation also suspends the 2.3% medical device tax for calendar years 2016 and 2017. I am a cosponsor of legislation to terminate both the medical device tax and a major provision of Obamacare known as the Cadillac tax, which calls for a 40% excise tax on countless Alaskan health plans, said Congressman Young. The Cadillac tax, which will hit the American people in 2018, disincentivizes responsible healthcare behavior by targeting businesses that offer quality health insurance. The medical device tax is another undue burden of the misguided healthcare law that has caused prices of critical medical devices, including pacemakers and insulin pumps, to skyrocket. While I maintain Obamacare must be repealed and replaced, I have consistently supported removing these harmful taxes on the American public. IRS Accountability Measures: Taxpayer Bill of Rights - provides all Americans with basic protections under the law, including the right to receive quality service from the IRS, the right to confidentiality, the right to be informed of decisions about their tax accounts, the right to challenge the IRS position, and the right to receive a prompt and fair response. Prevent Targeting at the IRS authorizes the immediate termination of IRS employees who target individuals or organizations based on their political beliefs. IRS Email Transparency prohibits IRS officers and employees from using personal email accounts to conduct official business.
