He spoke against an Amendment that would have brought back the controversial spending mechanism. The Amendment failed by an overwhelming margin. Rep. Duffy offered the following comments after the vote:    "I came to Washington to reform the way our government works. Today, I continued my fight to respect the taxpayer dollar and protect our children's futures. I again spoke against earmarks, just as I did in 2010 when, in my first act as the Representative of Wisconsin's 7th District, I introduced a ban on earmarks that was adopted by both House and Senate Republicans.    "I am pleased that my Republican colleagues have, once again, taken a stand for fiscal responsibility.
