This bipartisan legislation provides states with the long-term certainty needed in planning their infrastructure projects. We are giving states and local governments more flexibility by converting the Surface Transportation Program into a block grant. Additionally, we are further streamlining the permitting and study process to ensure that critical projects are completed on time and on budget. I am pleased to see a provision included that supplements the funding of public water infrastructure. Municipalities across the country are dealing with expensive and necessary improvements to public water systems.
