When considering the registration of new exchanges, the SEC must ensure our equity market structure puts investors first and maintains a transparent and fair system for all players. It is important the Commission use a judicious process and consider questions and concerns raised by all market participants before approving a new trading approach with a so-called speed bump that could broadly impact market structure and yield lasting implications for investors. I applaud IEX for thinking outside the box and putting on the table a new approach that could lead to more efficient order execution for all. New technology can equal more complexity. The SEC must be very thorough in its review. On September 22, 2015, IEXs application was made public for a 45-day public comment period. The SEC review period concludes at the end of this year and is subject to potential extension. Rep.
