In fact, my colleagues and I rejected an amendment with a similar provision during debate of the Farm Bill last Congress. The BBA includes a provision that would cap gross rates of return at 8.9% for crop insurance providers from the current rate of approximately 14.5%. This provision in the BBA would have serious consequences of forcing consolidation in the market and hurting farmers at a time when net farm income is projected to be down by 53 percent compared to the past two years. Kinzinger continued, Knowing the detrimental impact this provision would have on Illinois farmers, I quickly worked with a bipartisan group of my colleagues to raise our concerns about this unacceptable attempt to gut crop insurance. I am extremely satisfied that Leadership has heeded our call by agreeing to completely reverse this disastrous provision in the upcoming omnibus. This is a win for rural America and should be viewed as such.
