However, it is critical that we are careful and responsible when it comes to resettling Syrian and Iraqi refugees in the United States. Today I supported the SAFE Act which would ensure that our systems are set up in a way that will not allow terrorists to exploit refugee resettlement to gain entry to the United States. Ultimately, this legislation would put in place the most robust national security vetting process in history for any refugee population, and it gives the American people the assurances needed that we will do everything possible to prevent terrorists from reaching our shores. Background: H.R. 4038 prevents admission to the United States of any proposed Syrian or Iraqi refugee, or any proposed refugee present in Iraq or Syria at any time on or after March 1st, 2011, until the nations top security officialsthe Secretary of Homeland Security, the Director of the FBI, and the Director of National Intelligence unanimously certify that the individual does not represent a security threat.
