Kinzinger. Todays legislative victories include energy efficiency measures that will reduce energy costs for families, businesses and government. Also included is the reauthorization of the Export Import Bank, which is a vital tool that will give job creators the certainty they need to hire Illinois workers and assist them in competing in the global marketplace. A long term highway bill will ensure the safety and reliability of our roads and bridges on which Illinois families and our economy rely. The significance of these legislative accomplishments cannot be overstated and I look forward to the President signing these critical bills into law. The North American Energy Security & Infrastructure Act will help reform and transform our energy policy nationwide. Congressman Kinzinger, a member of the House Energy and Commerce Committee and Co-Chair of the House Energy Savings Performance Caucus, authored or coauthored several provisions of the legislation, including: Legislation that takes a step in the right direction in demonstrating the benefits of thermal insulation by starting with the federal government. A bipartisan, commonsense solution that is guaranteed to help end wasteful spending on inefficient energy programs by encouraging and expanding the use of Energy Savings Performance Contracts (ESPCs) in federal government buildings. ESPCs are innovative public-private partnerships in which private companies use their own money and resources to make energy-efficiency upgrades to federal buildings Legislation that puts the federal government in the drivers seat by directing the Office of Management and Budget to develop a strategy for purchasing, maintaining, and using energy efficient products and plans for federal data centers. A bill which authorizes funding for a pilot program to increase the effectiveness of water distribution networks by using less energy to deliver better quality water. As the first long-term surface transportation bill in ten years, the Fixing Americas Surface Transportation (FAST) Act is a five-year, fully paid-for surface transportation reauthorization of federal highway, transit, highway safety, motor carrier safety, hazardous materials, and passenger rail programs. This legislation includes: Congressman Kinzingers legislation that ensures Illinois workers and businesses are able to compete and succeed in the global marketplace by reforming and reauthorizing the Export-Import Bank of the United States. A provision Congressman Kinzinger fought for that ensures that crop insurance continues to be available, affordable, and accessible to Illinois farmers.
