The PROMISE Act Promoting Responsible Opioid Management and Incorporating Medical Expertise Act aims to stop the rising incidences of opioid addiction among veterans. The legislation, introduced by Rep. Gus Bilirakis (FL-12) with support from Republicans and Democrats, requires the Department of Defense and the Department of Veterans Affairs to jointly update clinical practice guidelines for management of opioid therapy for chronic pain within one year; ensures VA opioid prescribers have education and training; requires the use of existing opioid therapy risk reporting tools; increases the availability of counter overdose medication within the VA; enhances the management of the Opioid Therapy for Chronic Pain Working Group; and improves patient advocacy in the VA through community meetings, improved outreach, and a report on the Patient Advocacy Program. Additionally, the bill establishes a commission to examine an evidence-based therapy treatment model used by the VA for mental health conditions, as well as the potential benefits of complementary alternative medicines and treatments available in non-VA settings in the community. The legislation would also conduct an audit to evaluate the furnishing of benefits and health care to veterans and their families. I hear every day from communities across New Hampshire being devastated by heroin and prescription drug abuse addiction. Far too many of our veterans are battling opioid addiction, and it brings me great heartache to watch families struggling to care for loved ones in need of help, said Congresswoman Kuster. We must do more to stop this epidemic and enact real reforms. Thats why Im pleased to co-sponsor the PROMISE Act, which aims to work with DOD and the VA to better manage opioid use among veterans and ensure those prescribing medications have the proper training. We owe it to our brave men and women in uniform to ensure we are adequately exploring all possible therapies and treatment options, so we can most efficiently and safely meet their health care needs. Congresswoman Kuster is a member of the House Veterans Affairs Committee and serves as a Ranking Member of the Veterans Affairs Subcommittee on Oversight and Investigation, which allows the Congresswoman to continue to provide increased oversight at the VA to ensure that every veteran can easily access the resources he or she needs. She has prioritized efforts to address the opioid crisis across the state by convening events on substance use disorders and by prioritizing the issue at a federal level through her work in Congress.
