Lance called on the United Nations to investigate these incidences and for the Joint Comprehensive Plan ofAction (JCPOA) to be put on hold until the world community knows the facts behind the missile launches. Moving forward with the implementation of the JCPOA and failing to hold Iran accountable to its global obligations will only invite more violations from Tehran and potentially endanger the national security of United States and its allies, wrote Lance in his letter. Lance, who co-chairs the House Republican Israel Caucus, voted against the nuclear deal with Iran known as the Joint Comprehensive Plan of Action (JCPOA) citing Irans long history of antagonism, human rights abuses and ties to global terrorism. Lance also raised concerns about secret side agreements worked outside of public scrutiny and billions of dollars in sanction relief before Iran meets a single obligation. These ballistic missile tests only further question Irans sincerity to the deal negotiated by the Obama Administration. In light of these blatant Iranian transgressions I urge you to delay further implementation of the JCPOA and postpone any sanction relief until the United Nations investigates these violations, Lance emphasized. Letter text: December 10, 2015 The Honorable Barack Obama President of the United States The White House 1600 Pennsylvania Avenue NW Washington, D.C. 20500 Dear Mr. President: On November 21, 2015 Iran reportedly carried out a test of a new medium range ballistic missile capable of delivering a nuclear warhead. This launch comes more than a month after a well-publicized firsttest of a ballistic missile on October 10, 2015. These actions are in clear violation of United Nations Security Council-passed resolutions 2231 and 1929 that compel Iran to refrain from any work on ballistic missiles foreight years and ban the Islamic Republic from conducting all ballistic missile tests. They also come on the heels of a recent report from the International Atomic Energy Agency (IAEA) that found Iran had been working on nuclear weapons technology until at least 2009. Irans behavior is not only in direct contravention of two UN resolutions but also Measure #28 of the Joint Comprehensive Plan ofAction (JCPOA), which states clearly that Iran and the E3/EU+3 will commit toimplementing the JCPOA ingood faith and in a constructive atmosphere, based on mutual respect, and to refrain from any action inconsistent with the letter, spirit and intent of this JCPOAthat would undermine its successful implementation.
