The Byrne Criminal Justice Innovation Program supports local communities in developing new strategies to change neighborhoods and create new opportunities for residents.  The grant is to provide federal support for major undertakings where local resources may not be sufficient.  Lance has supported the Byrne Criminal Justice Innovation Program in Congress, and believes that projects should be able to earn federal support on a merit system, especially those with strong state, local and private sector backing. NORWESCAP has an accomplished record and support system that was noticed by federal officials. Lance is also a champion of federal COPS and Byrne grants programs to help address staffing, equipment, training and health and safety needs for New Jersey's police officers and assist organizations like NORWESCAP in community relations matters. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
