Blaine Luetkemeyer (MO-03) was ranked Missouris most effective lawmaker. The Legislative Effectiveness Project is run by professors at the University of Virginia and Vanderbilt University and measures how successful a given representative is at getting things done. The average Legislative Effectiveness Score for any given member in the 113th Congress was 1.0. Luetkemeyer received a 2.344. In addition, Luetkemeyer was ranked 45th out of the 240 Republicans in the House of Representatives. The list can be found here. As a Member of Congress, one of the most important parts of the job is to listen to your constituents and take what they have told you back to Washington to put their concerns and ideas into action.
