Today, Congressman Blaine Luetkemeyer (MO-03) introduced the Upper Mississippi River Flood Control Act which will require the Secretary of the Army Corps of Engineers to submit a flood plan for the Upper Mississippi River to Congress by January 1, 2021. The bill requires the plan to guarantee that all stakeholders have a voice with the Army Corps and ensures that agricultural districts are fairly compensated following a flood. Missouri and the entire Upper Mississippi River Basin saw historic flooding in 2019 and have endured devasting losses as a result, said Congressman Luetkemeyer.
