Rick Nolan said today hell introduce legislation to immediately halt imports of foreign steel for a period of five years, giving the domestic steel industry time to return to 100% of production capacity. The measure could come as soon as November 30, when Congress returns after the Thanksgiving holiday. Nolan's bill comes on the heels of the announcement last week that Cliffs Natural Resources Inc. will lay off several hundred workers in the Babbitt and Silver Bay areas due to a glut of steel in the U.S. market brought about by the continued dumping of millions of tons of low-grade, foreign government-subsidized steel. Once and for all, its time for this Congress and this Administration to stand up for American workers and American jobs jobs being destroyed and stolen due to illegal steel dumping by China, India and other Southeast Asian nations. My bill would place an immediate moratorium on imports of foreign steel for five years, so our domestic industry will have time to return to 100% of production capacity and so thousands of American workers who have lost their jobs in our mining, iron ore and steel industries can return to work as quickly as possible, Nolan said. Nolan noted that while steel imports increased by 36% last year and captured their highest share of the U.S. market on record, American steel mills are still only running at 70.5% of capacity because the domestic market is glutted with low-grade, foreign government-subsidized steel. In 2001, Minnesota iron production bottomed out. In the Eighth District alone, 1,400 workers lost their jobs, with thousands more losing their jobs across the country. When President Bush implemented tariffs on a number of steel products, the iron mining and our steel industry began to recover much of which was credited to those tariffs. Today, we find ourselves in almost exactly the same situation, with roughly 1,750 workers in the 8th having lost their jobs and more than 9,000 layoffs of steelworkers across the country. Nolan added that he plans to introduce a companion bill in the House to legislation by U.S. Senators Amy Klobuchar and Al Franken to toughen U.S. trade enforcement policies and impose high duties on foreign imports causing injuries to U.S. manufacturers and workers. As I have repeatedly pointed out, the United States has proven itself incapable of enforcing trade agreements and incapable of stopping illegal dumping of foreign steel once it reaches our shores, Nolan continued. So we need a moratorium on foreign steel. Beyond that, we need to defeat the Trans-Pacific Partnership trade agreement that will cost us millions more jobs and the loss of thousands of additional manufacturing facilities. And we need to go back and reexamine every single trade agreement beginning with NAFTA.
