Rick Nolan voiced high praise today for the landmark 5-year, $305 billion transportation bill that puts repair and expansion of the nations highways, roads, bridges, pipelines and railroads back on track after 8 years of delays and short-term extensions that have frustrated long-term planning and repeatedly put the Highway Trust Fund at risk. President Obama signed the measure today. After years of kicking the can down the road, we have a transportation bill that addresses the fact that our nations infrastructure that has literally been crumbling before our very eyes, Nolan said. Now federal, state and local planners will have long-term stability along with the resources they need to repair our highways and bridges, keep trains on the tracks, help ensure the safety of our pipelines and by doing so, create tens of thousands of badly needed jobs here in Minnesota and across the nation. The bill includes Nolans amendment addressing a serious safety problem in Duluth by permitting huge logging trucks to avoid the narrow and often snow covered main thoroughfare of Superior Street and instead operate on a 24-mile stretch of Highway I-35 from north of Duluth to South of Scanlon, including Highway 210 via Exit 235. Nolan, the only Minnesotan now serving on the House Transportation Committee, added that the measure contains $3.4 billion over 5 years specifically targeted for highways in Minnesota. Additionally, the transportation bill contains significant new Buy America provisions to boost U.S. manufacturing jobs by increasing domestic content of buses and rail cars from 60% to 70%. At a time when our Iron Range mining and U.S. steel industries are experiencing the worst downturn in decades, these new Buy American requirements are especially critical and important as we continue efforts to ban foreign steel imports for 5 years to give our domestic iron and steel industries time to recover, Nolan added. Earlier this week, Nolan formally introduced his Support Our Steelworkers (S.O.S.) Act (H.R. 4130) to immediately stop the importation of foreign steel and steel products. The measure also reauthorizes the Export-Import Bank (EXIM Bank) to aid small and medium-sized businesses in qualifying new customers and provide critical resources necessary to export goods and services around the globe. Nolan fought hard for the provision, leading a successful effort to employ a rarely used tool called a Discharge Petition to force consideration of the legislation to reauthorize the bank directly the floor of the House.
