Rick Nolan today voted in favor of the FY 2016 Omnibus Appropriations Act. On the whole, this bipartisan compromise bill is good for the 8th District, Minnesota and our entire nation, Nolan said. For Minnesotas hard-hit Iron Range, the legislation advances our battle against the illegal dumping of low-grade, foreign government-subsidized steel with a provision I strongly supported to provide more funds and resources to crack down on cheater nations. And it requires the use of American iron ore and steel in a wide range of EPA public water system and treatment projects. The bill also provides additional funds for local transportation projects in Minnesota and throughout the nation, along with new measures to make our air and rail systems safer. It fully funds the Great Lakes Restoration Initiative (GLRI) so we can continue our progress in bringing back the St. Louis River, along with hundreds of other projects throughout the Great Lakes System; and after a long, tough battle, this legislation reauthorizes the Land & Water Conservation Fund that has provided Minnesota with more than $200 million over the years to help local communities preserve the places they love without costing taxpayers a dime. While Im deeply disappointed that we were unable to completely stop the Republican give-away to big oil companies in their push to lift the 40-year old ban on crude oil exports, I am pleased our leadership fought to extend and include important tax credits to support wind and solar energy reducing pollution and lightening our carbon footprint, Nolan continued. Im also pleased that we were able to remove provisions that would have weakened EPA clean water regulations. The measure fully funds the National Institutes of Health so they can continue groundbreaking research leading to new treatments and ultimately cures for cancer, Alzheimers, Parkinsons, diabetes and other dreadful diseases that rob our people and our nation of so much life and productivity. Students and teachers will benefit as well from additional funding for school improvement grants, special education, and early education programs such as Head Start; and seniors will get a boost from improved nutrition programs. The bill also raises pay for those on active duty and boosting funding for veterans services; and the legislation contains new measures to prevent terrorists from using the legal immigration system to enter this country to kill Americans. The bill failed to fully cut off funds for ill-conceived programs to aid so-called friendly rebels in Syria and Afghanistan.
