Rep. Rick Nolan announced the agreement this morning in a press release. The United States Department of Agriculture's Rural Utilities Service has been withholding payments to the county since the county expressed concerns in August that it wouldn't be able to finish the project on time or within budget. Contractors stopped working in October as their bills went unpaid. The county has already put $6.25 million into the project, and plans to use bonds and cash reserves to fund the $15 million its pledged, though that will take future county board action. “As a member of Congress, I always welcome the opportunity to assist in negotiations between federal agencies and local businesses,” Nolan said in the press release. “I commend the local officials involved for their persistence and dedication in seeing this project through.” Nolan also announced that Lake Connections has received $3.5 million from the Federal Communications Commission Rural Broadband Experiment, pending a post-selection review process. The county has also applied for $5 million from a new state grant fund created to help bring broadband to areas with slow or no service. The new internet, voice and video network under the name Lake Connections stretches across Lake County and parts of St. Louis County and is being funded mainly by RUS under the Recovery Act Broadband Initiatives Program.
