Following the 219 to 206 vote to approve/disapprove the measure, Nolan issued the following statement: “Today, I voted NO because the bad outweighs the good in this $1.1 trillion dollar measure that was negotiated by a few leaders behind closed doors and brought to a vote with no opportunity for open debate and amendment. I could not justify voting for an appropriations bill that: Allows Wall Street banks to once again engage in risky investments with federally-protected taxpayer dollars Raises campaign finance limits for wealthy contributors Establishes procedures to reduce pension benefits for retired beneficiaries And continues funding the wars in the Middle East while failing to include a shift from nation-building abroad to job-creating reinvestment in America’s infrastructure Moreover, this bill – and the closed door process by which it was crafted – points to the urgent need to change the way we do politics in America through the comprehensive reforms included in my Restore Democracy Act. Support is growing among Democrats and Republicans alike to reform our system of campaigns and elections and return the Congress to its traditional system of Regular Order.
