Temporarily suspends the admission of refugees from Syria and Iraq, based on intelligence that ISIS is exploiting the refugee crisis to insert terrorists into the U.S. and Europe. Requires the FBI to certify the background check of each new refugee. Requires the Homeland Security Secretary, FBI Director, and Director of National Intelligence to certify to Congress that each new refugee is not a security threat. Requires an independent assessment by the Homeland Security Inspector General to ensure high-risk individuals do not slip through. President Obama is already threatening to veto our legislation, yet its the failure of his no strategy policy that brought us to this point. These refugees should have been protected with a no-fly zone and safe haven instead of being forced to flee. Congress is acting decisively to protect the American people, while still welcoming individuals who are not a threat.
