The Consumer Financial Protection Bureaus Qualified Mortgage rule is forcing one-size-fits-all rules on the mortgage business, causing many community bankers to exit the mortgage business and making it more difficult for hardworking American families to buy a home they can afford to keep. According to the Federal Reserve, one-third of Hispanic and African-American borrowers will be negatively impacted. The Independent Community Bankers Association reports that 73 percent of community bankers have decreased their mortgage business or completely stopped providing mortgage loans due to the expense of complying with the regulatory burden, said Congressman Pittenger during House debate on H.R. 1210. I served on a community bank board for over 10 years. We knew who was creditworthy. We had personal relationships with our customers. We knew their character. Today, its one size fits all. Whats required today is a box to check. If you cant check all the boxes, you wont get a loan. The Portfolio Lending and Mortgage Access Act (H.R. 1210), co-sponsored by Congressman Pittenger, passed the U.S. House of Representatives today by a bipartisan vote of 255-174.
